Currently, TAF is recruiting for the position of Deputy Chief of Party (DCOP), for the USAID/Indonesia MAJu project. The purpose of this project is to strengthen access to justice for marginalized citizens and to enhance awareness about human rights.  The Deputy Chief of Party will be responsible for co-managing the implementation and logistics of the program.

PROGRAM BACKGROUND
The eMpowering Access to Justice (MAJu) project, is a five-year project being implemented by The Asia Foundation and is funded by the United States Agency for International Development (USAID). The project duration is until March 2021.

MAJu is an access to justice and human rights project that seeks to enhance the ability of marginalized citizens to access justice, and the capacity of the Government of Indonesia to protect their rights. To provide assistance and support in these areas, MAJu focuses on increasing access to justice and increasing the protection of the rights of vulnerable groups, such as religious and ethnic minorities, indigenous people, women, and discrete gender groups that are affected by discrimination. Project activities are organized through three components: (1) increasing access to justice for poor and marginalized citizens; (2) strengthening the ability of the Government of Indonesia and state-auxiliary bodies to protect citizen rights via evidence-based decision making; and  (3) improving the enabling  environment for civil society organizations (CSOs) to effectively promote the protection of citizen rights

In addition to cooperating and coordinating with government organizations and relevant state-auxiliary bodies, MAJu is also cooperating with strategic CSO partners in the geographic areas where the project is active in order to contribute to the achievement of MAJu's objectives: (1) Java Province - including Jakarta and the areas surrounding Jakarta such as Depok, Bogor, Tangerang and Bekasi,  and (2) Papua – primarily in Jayapura and the Cyclops nature reserve.

SUMMARY OF JOB RESPONSIBILITIES

The Deputy Chief of Party (DCOP) will work directly with MAJu's Chief of Party (COP), team members, and partners; and will be responsible for assisting the COP in the day-to-day project management, implementation, logistics, and oversight. S/he will assist the COP inensuring project  compliance with USAID and TAF rules and procedures, and assist in tracking project implementation to ensure that the project delivers according to approved workplans and budget projections, assists in project reporting, and contributes to project monitoring, evaluation, and learning in cooperation with the Monitoring and Evaluation Officer. The DCOP is based in Jakarta, with travel to project areas as needed.

JOB FUNCTIONS

• Responsible for program development and oversight of logistics;

• Acts as Chief of Party (COP) when latter is absent or in the field, as required;

• In cooperation with COP, oversees issuing and management of sub-awards and procurements in line with USAID and TAF requirements;

• Assists COP in supervising project administration and human resources.

• Manages day-to-day operations of office;

• Supervises travel arrangements of international and Indonesian staff and consultants, in accordance with regulations;

• In cooperation with COP, tracks budgets and monitors expenditures in coordination with Finance staff;

• In cooperation with COP, tracks project implementation in coordination with Program staff;

• Contributes to the overall program planning, monitoring, and reporting;

• Assists COP in ensuring program goals are met, resources are utilized in accordance with budgets, and monitoring and evaluation are undertaken;

• Assists COP in ensuring compliance with donor requirements and The Asia Foundation policies;

• Assists the MAJu team in initiating, nurturing and expanding working relationships with government, CSOs, academic institutions and others in Indonesia involved in the                areas of access to justice and rule of law;

• Assists COP in managing staff and providing coaching, development and discipline as required;

• Assists the COP with the preparation of donor reports with MAJu team members and consultants.  

• Along with the COP keep senior management informed of changes in operational and political environment;

• Supports the strategic development of existing and new programs;

• Coordinates with other Foundation units as needed to facilitate cross-learning and internal networking; and

• Other duties as assigned

QUALIFICATIONS

• Minimum of eight years of progressively responsible implementation and management experience in an international development environment, with a strong background              or specialization in human rights, access to justice and civil society, capacity building and development within the justice sector

• Law degree or a master's degree in the social sciences;

• Five years experience working with donor-funded projects, especially with USAID rules and regulations;

• Extensive experience working in a non-profit/association/CSO setting;

• Experience managing staff;

• Excellent interpersonal skills with demonstrated ability to cultivate relationships with Indonesian government entities, CSOs, academic institutions and other stakeholders              relevant to promoting access to justice;

• Understanding of the socio-political context of Indonesia;

• Strong written and oral communication skills and the ability to communicate effectively in English and Indonesian;

• High degree of organization, professionalism, integrity, trustworthiness and flexibility;

• Attention to detail, the ability to multitask, and organized work practices an asset; and

• Ability to travel throughout Indonesia.
