Bird's Head Seascape (BHS) Communications Manager

 (BHS _ CM)


The BHS Communications Manager has overall responsibility for capturing important component information there are in  the Bird's Head Seascape Marine conservation initiative. (S)he is responsible for manging the communications relating to West Papua, coordinating with all BHS staff, and provide support in liaising with the West Papua government, local adat communities, NGOs, the private sector, and other local stakeholders in implementing the BHS workplan. (S)he works closely with the CI-I BHS Director to develop a communications strategy and communication needs for the BHS program, and is in charge of compiling, writing, and packaging information as punctual as donors' standard and requirements. (S)he will also maintain close communications with Sr. Manager MPA Field Program & Policy, Raja Ampat Program Manager, Fakfak Program Manager, Policy Blue Carbon and Fisheries Manager, Kaimana Program Manager, Conservation Finance Manager for Blue Abadi Fund, and CI-I Marine Office in Bali to keep senior management continuously appraised of programmatic developments and successes and challenges in the BHS program.


Priorities for the BHS Communications Manager includes building a strong sense of teamwork and excellent communications and coordination amongst the Communications team staff members, reaching out to not only to PEMDA and the local adat institutions, but all stakeholders in the Birds' Head Seascape to improve their understanding of CI's role in facilitating marine conservation, and campaigning the marine conservation development work of the BHS areas. Reports directly to Director BH Program and supervises communication staffs in BHS area.


Key Responsibilities:


Bird's Head Seascape Communications

·         Develop and manage communication plans to promote CI and generate interest and support to advance CI's mission and strategic objectives. Identify opportunities for media outreach and audience engagement

·         Develop the communications, policies, guidance and plans as required by the Bird's Head Seascape Program in West Papua.

·         Advise and work closely with the BHS Program team to develop BHS programs' Communications Strategy

·         Build and maintain good relationship within BHS's Stakeholders/ partners.

·         Produce, provide design direction and update key communications materials — such as factsheets, presentation decks, infographics, speeches and others as required — within CI's Bird's Head Seascape,

for both internal and external audiences.

 

Media Strategy and Engagement

·         Coordinate and manage division and/or CI-wide internal communications to ensure CI staff are aware of key CI priorities, projects and accomplishments.

·         Build good relations with government and public media, in support of Bird's Head Seascape's objectives.

·         Conduct monthly media briefing/ coordination in West Papua (Manokwari).

·       Manage communication tools such as updating the website, newsletters, films, preparing annual reports, brochures (in collaboration with external partners), prepare press kits, etc. providing editorial direction, design, production and distribution oversight of all Bird's Head Seascape publications and ensure the quality of all communications products.

·         Stay abreast of media trends and identify opportunities for CI to strengthen its messages and build awareness with key audiences.


Reporting and Other

·         Review, analyse, and report on the effectiveness of CI's communication efforts. Provide periodic reports to help management assess the effectiveness of various media and communication strategies. Stay abreast of media trends and identify opportunities for CI to strengthen its messages and build awareness with key audiences.

·         Participate in program monitoring and evaluation and contribute to program reporting on communication activities and products.

·         Ensure clear, compelling and timely information on program communications activities, events and reports.

·         Ensure CI's messaging, protocol and branding align with CI's global brand.

 

ADDITIONAL RESPONSIBILITIES

Include other duties unique or specific to the position. Responsibilities listed in this section must complement above key responsibilities and not exceed 25% of the overall job duties.

·         Managing all communications relating to West Papua programs and creating a single, communication strategy for West Papua.

·         Maintaining close coordination with National Communication Manager and other communication team including at APFD, and HQ level.

 

PEOPLE AND RESOURCE MANAGEMENT RESPONSIBILITIES

·         This job directly manages staff and assists peers and may direct the work of interns, temporary employees, or contractors.

·         Not accountable for an operating budget but tracks and monitors expenditures. Initiates check requests or similar routine transactions within established guidelines.  

·         Activities help manage public or private funds but not directly accountable.  Familiar with the requirements of donor agreements and CI's donor related policies and procedures.


QUALIFICATIONS

·         University Undergraduate or master's degree in Communications/ Business Administration/ Marketing/ journalism, with strong more than 7 years of working experience (preferably at least 2 years of experience in natural environment/ conservation work)..

·         Excellent interpersonal skills, maturity, and ability to work well with all levels  

·         Ability to manage and execute communications strategy, including through social media outreach.

·         Previous experience in mass media outreach, such as writing press releases.

·         Experience in video shooting and editing.

·         Experience in graphic design, such as publications layout and infographics (preferably with open source tools).

·         Able to manage community meetup and other forms of engagement.

·         Knowledge/understanding of local cultural setting

·         A self-starter who is able to work well independently as well as in a team and create and implement communications strategies that are effective at reaching the program's target audiences.

·         Demonstrated experience in working with the media, especially with news placement and awareness campaigns.

·         Experience in use of photographic, audio/visual equipment, graphic design programs and presentations.

WORKING CONDITIONS

·         This position is based in flexible location with high-frequent of travel to West Papua (75% of his/her time)

The Technical Officer for TB District PPM GF – Catalytic Funding Project will provide technical assistance with regards to the PPM priority district activities and other stake holders.

Key Responsibilities include:

  • Provide quality technical assistance to each TA stakeholders (Project Manager, PRs, consultants, stakeholders) in the implementation and monitoring of each TA.
  • Provide support in the implementation of the project activities in the district level
  • Compile, update as needed and distribute training materials to support the implementation of the PPM approach as defined in NTP/MoH policies.
  • Identify potential problems and advise Deputy Project Director on the necessary corrective actions, follow up these actions, and prepare brief monitoring visit reports on findings and recommendations.
  • Ensure smooth implementation of each TA in accordance with agreed plan in selected areas.
  • Assist province and district health office and partners in TA problem solving and encourage sustainability of future implementation within the district.
  • Prepare regular report and recommendations for problem solving/action plan.
  • Contribute to developing of TOR TA plan, review the deliverables on the technical quality.
  • Maintain relations with stakeholders, partners and institutions.
  • Initiates and facilitates discussions with regards to PPM priority district activities at the national and district level.
  • Ensure data collected from field are correct and valid.

Qualifications and Competencies: 

  1. Educational Qualification:

o   Medical Doctor/Officer preferably with NGO background.

  1. Competencies:
    • Minimum of 1-2 years working experience in public health/medical science or management preferably in health/TB control project.
    • Good interpersonal skills
    • Good communication and facilitation skills

[DevJobsIndo] VACANCY USAID/IUWASH PLUS : Consultant for Business Plan PDAM for Bantaeng City (JOB CODE : IC/BP-B-SSEI)

 


The USAID Indonesia Urban Water, Sanitation and Hygiene, Penyehatan Lingkungan Untuk Semua (IUWASH PLUS) program is a five-and-a-half-year initiative designed to assist the Government of Indonesia (GOI) in increasing access to water supply and sanitation services as well as improving key hygiene behaviors among urban poor and vulnerable populations. USAID IUWASH PLUS works with governmental agencies, the private sector, NGOs, communities and others to achieve the following "high level" results:

1. An increase of 1,100,000 people in urban areas with access to improved water supply service quality, of which at least 500,000 are from the poorest 40% of the population (also referred to as the "Bottom 40%" or "B40"), vulnerable groups or Indonesia's eastern provinces; and
2. An increase of 500,000 people in urban areas with access to safely managed sanitation.

To ensure that improvements in access to WASH services are sustained, USAID IUWASH PLUS is guided by a development hypothesis that focuses on strengthening service delivery systems, so they can more effectively reach the poorest and most vulnerable segments of the population. In order to achieve this at scale, the program undertakes activities through four interrelated components, including: 1) improving household WASH services; 2) strengthening city WASH institutional performance; 3) strengthening the WASH financing environment; and 4) advancing national WASH advocacy, coordination and communication. In support of these components, USAID IUWASH PLUS also implements a Local Sustainability and Innovation Component (LSIC) that is designed to stimulate WASH innovations that strengthen community, private sector and government WASH service provision.

To achieve these outcomes IUWASH-PLUS is looking for a short term consultant to fill the position of

Business Plan PDAM for Kab. Bantaeng (JOB CODE:  IC/BP-B-SSEI)

Objective
The main objective of this SOW is to develop Business Plans for PDAM Kabupaten Bantaeng. The Business Plans will provide a reference for PDAM management and respective Local Governments (LGs) especially to response and support PDAM performance improve.  The business plan then will become essential reference for preparing PDAM annual work plans and budgets, also will provide the basis for the respective LGs to evaluate performance of the PDAMs in achieving their goals.

Responsibilities

Activities will be implemented for PDAM Kabupaten Bantaeng and consist of the following tasks based on Ministry of Home Affairs Number 118 year 2018 as PDAM business plan preparation guidelines:
1. Establish PDAM Business Plan Development Team per the requirements of each PDAM.
2. Conduct Business Plan Training for relevant staff.
3. Identify existing condition of Internal and External PDAM
4. Conduct SWOT analysis.
5. Identify and agree on in PDAM vision and mission
6. Real and future projection of water need analysis
7. Develop PDAM strategic plan
8. Develop PDAM program goals and plans
9. Conduct Business Plan presentations before the Director and Supervisory Board
10. Conduct Business Plan Workshop (All stakeholders)
11. Finalize Business Plan
12. Obtain commitment of respective LGs for implementation of programs in accordance with the approved Business Plan, including measures to safeguard raw water sources and increase access to low income communities.


Deliverable
Expected Results
1. PDAM Business Plans developed in coordination with PDAM Management
2. Commitment of all relevant stakeholders to implement PDAM Business Plans
3. Full understanding of PDAM management and staff of the following:
o Importance and methodology of preparing a professional PDAM strategic plan;
o Full understanding of PDAM vision and mission, and the implications;
o Full understanding of PDAM internal and external conditions through a SWOT analysis;
o Involvement of all PDAM sections to understand the objectives and programs areas;
o Prioritizing PDAM improvement program on the basis of consumer expectations

Minimum Qualifications

• This Development of Business Plan program need one (1) person as a Facilitator, so that the selection process is opened for individual candidates (not companies)
• Preferred graduates of environmental engineering or civil engineering
• Have a minimum of 5 years' experience in drinking water project / task
• Understand the concept of PDAM business plan development
• Priority will be given to candidate who experience in assisting the preparation of the PDAM's business plan
