Field Staff for Mapping Peanut Sourcing Area Consultant

1.  BACKGROUND OF THE PROGRAM AND INTERVENTION

The Australia-Indonesia Partnership for Promoting Rural Incomes through Support for Markets in Agriculture (PRISMA) is a multi-year development program working to accelerate poverty reduction through inclusive economic growth.

PRISMA adopts a market systems development approach by partnering with key-stakeholders to improve agriculture market efficiency and sustainably benefit the poor. The program aims to achieve an income increase for a total of 1,000,000 smallholder farming households by 2023. It operates in six provinces of Central Java, East Java, West Nusa Tenggara (NTB), East Nusa Tenggara (NTT), West Papua, and Papua.

 

1.1.     INTERVENTION BACKGROUND

Indonesia is among the top fifteen global producers of peanut, but its production has been declining over the past decade, and it relies heavily on imports to satisfy growing domestic demand. Currently, we are partnering with Garuda Food, the biggest peanut processing company in Indonesia who are facing several issues in peanut sourcing for wet pod and kernel as they want to substitute their kernel import dependence and want to source it locally. PRISMA is facilitating on a strategic advisory for Garuda Food, especially on procurement plan to source peanut locally through partnership (Kemitraan) with farmers group which can benefit the peanut farmers in East Java and Central Java.

In light of this, PRISMA is seeking to hire field staff to map potential of sourcing area for peanut both wet pod and kernel in East java and Central Java, which then we can provide this information to Garuda Food.

2.  PURPOSE OF THE ASSIGNMENT

The purpose of this assignment is to support PRISMA Peanut team in collecting information on potential peanut sourcing area and facilitating partnership (kemitraan) between Garuda Food and peanut farmers groups.

 

3.  ROLES AND RESPONSIBILITIES

The field staff will be expected to:

1. Conduct field research to map potential sourcing area in East Java and Central Java for partnership by visiting and assessing farmers groups according criteria provided by PRISMA and Garuda Food

2. Submit field report on the agreed upon format on monthly basis to PRISMA Peanut Team and Garuda Food

3. Conduct socialization about partnership to potential peanut farmers group

4. Maintain relationship with peanut farmers group who have been visited

5. Facilitate partnership process between peanut farmers group and Garuda Food which includes facilitation in administrative procedures as well as negotiation deals for partnership

4.  KEYS SELECTION CRITERIA

Education

At least undergraduate level qualifications, background in agriculture and economics is a plus

Essential

1. Demonstrated strong partnership and negotiation skills

2. Ability to operate Microsoft Office properly

3. Strong communication and interpersonal skill to be able to communicate with farmers and work with Garuda Food

4. Proven partnership and agronomist work experience is of great advantage

5. Required to travel to appointed districts East Java and Central Java

5..  FUNCTIONAL RELATIONSHIPS

This position reports to PRISMA peanut team and work closely with Garuda food team

 

6.  INDICATIVE TIMELINE

The total input for this assignment is up to 4 months and will commence as soon as the contract is signed.

The field staff work will be done on weekdays and has off during the weekends and national holidays. In exceptional cases they may have to work during the weekends as well. The work will be maximum 20 days of working within one month.

 

7.  DELIVERABLES

The deliverables of this assignment will be as follows:

1.. Detailed mapping of potential sourcing area for peanut (both wet pod and kernel) in East Java and Central Java on monthly basis

2. List of partnership that have been partnered with Garuda Food
