About the program

ASEAN–Australia Counter Trafficking (ASEAN-ACT)continues Australia's long running collaboration with ASEAN and its memberstates to end human trafficking in our region. The program will principallywork on strengthening the justice sector response to human trafficking, whileopening up new partnerships with allied government agencies, civil society andbusiness. It will engage all 10 ASEAN Member States in some capacity and willcontinue national-level programming in Cambodia, Indonesia, Lao PDR, Myanmar,the Philippines, Thailand and Vietnam.

Role andresponsibilities

The CountryManager represents the program at the country level; leadsthe planning, delivery and monitoring of activities; manages key counterpartrelationships and oversees the country office team.

This senior position is the mainliaison point between the program and its key country-level partnersrepresented at the National Program Steering Committee (NPSC) and theirstakeholders. The Country Manager will assist the NPSC to prepareannual work plans and budgets for the use of ASEAN-ACT resources; ensureactivities supported by ASEAN-ACT are implemented effectively; and ensure thatresults are appropriately monitored and reported. The CountryManager will provide strategic advice to regional and nationalcounterparts and engage with them in a meaningful manner.

Specific duties

Stakeholder Management

>   Develop and maintain excellent workingrelationships with all stakeholders, including NPSC members based on mutualaccountability and respect.

>   Manage communication between ASEAN-ACT andsenior national and regional officials, program partners and otherstakeholders.

>   Provide strategic and technical advice tocounterparts based on program results and developments in the field of thejustice response to trafficking in persons.

 

Activity Management

>   Lead preparation of annual country-level workplans and associated budgets with counterparts, ensuring it aligns withASEAN-ACT priorities and implementation principles.

>   Lead implementation of program-supported activities,ensuring they are implemented effectively, and that results are appropriatelymonitored and reported.

>   Support mainstreaming of gender equality, socialinclusion and victim rights throughout all program activities.

>   Work collaboratively with other ASEAN-ACTProgram Country Managers in other countries and with the regionally basedprogram management team.

>   Keep abreast with national developments in theTIP sector and via program communication systems regularly provide updated.

Administration Management

>   Supervise the ASEAN-ACT country office team,including oversight of financial, administrative and logistics functions, andcooperation with regionally based operations team.

>   With the Deputy Team Leader, managecountry-level risks, respond to incidents (e.g. security, safety, fraud,reputational, etc) and ensure compliance with the child protection andsafeguards framework.

Monitoring, Evaluation and Learning

>   Prepare written reports of program activitiesand results.

Selection Criteria

>   Strong understanding of the local context inrelation to human trafficking, including national legislation and the roles ofthe justice sector, civil society, private sector and allied governmentinstitutions

>   Understanding of human rights and rights-basedapproaches in development, particularly as these relate to human trafficking

>   Established networks with relevant partners inthe justice sector, civil society, private sector or government

>   Ability to liaise with senior officials,demonstrating high-level communication and interpersonal skills, politicalacumen, strong advocacy skills and communicating with influence

>   Understanding of development principles andapproaches, including developing the skills and capacity of counterparts;monitoring, evaluation and learning; and mainstreaming of gender equality andsocial inclusion

>   Demonstrated leadership and management skills,including the ability to provide timely and reliable advice to program managersand counterparts

>   Competent information technology skills.
